One useful (but fairly obscure) term that Google throws around is “Impression share”.
Impression share is the percentage of the impressions you’re getting, verses the total available.
And they even have an “Impression Share Report” to show it to you.
That ends the guessing, when getting low impressions, as to if Google is holding back
